Exacerbating the Boise’s possible return to service was the loss of its dive certification in 2017. When all was considered, the cost and timeline (estimated completion of 2029) sealed Boise’s fate. The Navy reasoned it was more cost effective to place the effort on completion of Virginia and Columbia submarines.
